Meet Our School Board

The Poplar Bluff R-I Board of Education is made up of local residents elected by registered voters in our district. These dedicated individuals serve as the governing body of our school system, working to ensure that every decision made supports the educational success of our students, reflects the values of our community, and complies with Missouri law and state educational guidelines.

  • Dr. Cynthia Brown, President

    Now serving her seventh term on the Board of Education, Dr. Cynthia Brown brings a wealth of expertise in medicine and social services to our district. Originally from the Bronx, New York, she has been a resident of Poplar Bluff since 1991.

    Dr. Brown is highly credentialed, holding an MD from the Mount Sinai School of Medicine, an MPH from Columbia University School of Public Health, and an MSW from the University of Missouri-Columbia. In addition to being a Fellow of the American College of Preventive Medicine, she is a member of the National Association of Social Workers and currently serves our community as a Social Worker at Missouri Highlands Health Care. Cynthia lives in Poplar Bluff with her son, a 2015 graduate of PBHS.

  • Mr. Ken Davis

    Now serving his fourth term on the Board of Education, Ken Davis has been a deeply rooted member of the Poplar Bluff community since 1974. Originally from Xenia, Ohio, and a graduate of Westside High in Memphis, Ken moved to the area to attend Three Rivers College. He brings 32 years of industrial and logistics experience to the board, having worked for Dow Automotive before retiring from XPO Logistics in 2021.

    Ken’s commitment to our youth and local industry is evident through his past service with the Manufacturers Assistance Group and his years of coaching and officiating for the Parks and Recreation Department. A true Mules fan, he has volunteered on the "chain gang" for Mules football games since 1978. Ken is also a dedicated member of Westside Church, where he served in the Youth Ministry for many years. He and his wife, Patti Leamon-Davis, have a large family of six children and 17 grandchildren—most of whom have attended or are currently enrolled in Poplar Bluff Schools, staying active in many of our district programs.

  • Mr. Dave Elledge

    Dave Elledge is currently serving his first term on the Board of Education. Since moving to Poplar Bluff in 2000, Dave and his family have become deeply integrated into the fabric of our schools. His wife, Luann, has served as an R-I school counselor for 23 years, and their three children are all proud graduates of Poplar Bluff High School. The family’s dedication to education runs deep, with his daughter, daughter-in-law, and son-in-law all teaching within the district. Dave is also a proud grandfather to six, three of whom are current students in our schools.

    Beyond his role on the board, Dave is a founding pastor of The Bluff Church, where he serves as Executive Co-Pastor. His passion for service extends into the community as the chapter president of Sleep in Heavenly Peace—a nonprofit dedicated to providing beds for children—and as a board member for PB Buddy Ball. In recognition of his tireless community involvement, Dave was honored as the Daily American Republic’s Difference Maker of the Year in 2020.

  • Dr. Larry Kimbrow

    Dr. Larry Kimbrow brings a distinguished background in military leadership and higher education to his first term on the Board of Education. A 1967 graduate of Poplar Bluff High School, Dr. Kimbrow enlisted in the U.S. Navy shortly after graduation, embarking on a 28-year career and retiring with the rank of Lieutenant Commander.

    Upon returning to his hometown, he transitioned into a significant career in academic administration at Three Rivers College. Starting as the Dean of Career Education and Workforce, he eventually rose to the roles of Vice President of Academic Affairs and Executive Vice President before retiring in 2009. Dr. Kimbrow is highly academically credentialed, holding a B.S. in Professional Aeronautics from Embry-Riddle University, an M.S. in Operations Management from the University of Arkansas, and a Doctor of Education (Ed.D.) from Nova Southeastern University.

  • Mr. Mike Moss

    Mike Moss brings a lifelong commitment to the Poplar Bluff community to his first term on the Board of Education. A proud 1976 graduate of Poplar Bluff High School, Mike’s roots in the area run deep. He and his wife, Sharon, who dedicated 50 years of service to the VA Hospital, raised four children—three of whom followed in Mike's footsteps as PBHS graduates. They are also the proud grandparents of five.

    Mike’s professional background includes 12 years with the University of Missouri Pathology Department and eight years of service at the W. Sears Youth Center. His dedication to local youth and the community extends well beyond his professional life; he has spent over 12 years coaching youth sports and is an active member of the True Believers and Mount Sinai churches, where he serves as a deacon and Sunday school teacher.

  • Dr. Michael Price

    Dr. Mike Price is currently serving on the Board of Education, having returned to the role in August 2022 to fill a vacancy. This follows a previous term of service on the Board from 2006 to 2012. A graduate of Doniphan High School and Three Rivers Community College, he went on to earn both his B.S. and dental degrees from the University of Missouri-Kansas City.

    In addition to his professional practice, Dr. Price has a long history of leadership within the community. He has served as President of the Kiwanis Club and the SEMO Dental Society, and has been an active board member for both Butler County Mental Health and Optimist Soccer. He also dedicates time to mentoring for the Claudia Foundation and is an active member of the First United Methodist Church. He and his wife, Sandra—a retiree of Poplar Bluff High School—have two sons, Sheldon and Taylor.

What the Board Does

As the legislative and policy-making authority for the district, the Board plays a vital role in shaping the vision and direction of Poplar Bluff Schools. Here are the key responsibilities the Board fulfills:

  • Setting Policy and Direction: The Board develops the policies, rules, and procedures that guide the overall operation of our district. This includes setting goals and determining the financial support needed to achieve them.
  • Hiring and Oversight of the Superintendent: The Board appoints a superintendent to serve as the district’s chief executive officer. It delegates day-to-day leadership and management responsibilities to the superintendent, who is held accountable for implementing board policies effectively.
  • Evaluating District Success: The Board regularly reviews how well policies are being implemented and assesses the progress of district programs. The superintendent provides the information and data needed for this ongoing evaluation.
  • Adopting the Budget: The Board is responsible for passing an annual budget that ensures the district has the necessary financial resources for staffing, facilities, instructional materials, and technology.
  • Staffing and Personnel Oversight: From hiring teachers and support staff to approving salary schedules and employment terms, the Board plays a key role in building and maintaining a high-quality workforce. It also ensures that staff performance is reviewed on a regular basis.
  • Community Engagement: The Board works to keep district families and community members informed and involved. It listens to public input and ensures that the voices of students, parents, and staff are heard in decision-making.
  • Strategic Educational Planning: By establishing clear educational goals, the Board helps guide district leadership in continuously improving academic programs. It also ensures that our schools undergo regular evaluations aligned with local and state standards.
  • Fair and Transparent Decision-Making: The Board serves as a court of appeal for students, staff, and community members when there are concerns about how district policies are being applied.

Operating as a Whole

While each board member brings a unique perspective, the Board of Education can only take official action as a unified body. All authority rests with the Board as a whole—not with individual members.

The Board acts within the bounds of Missouri law and retains the ability to use its sound judgment in fulfilling its duties.

The Poplar Bluff R-I Board of Education is committed to maintaining a strong, student-centered school system that is transparent, accountable, and responsive to the needs of our community.
